Question and proverb

This week's question: What is a heatwave?

And this week's proverb:

be like a cat on a hot tin roof

Can anyone tell me what they mean?

  1. a heatwave is an abnormally hot weather.

and to be like a cat on a hot tin roof means that you are moving around too much.
